Surveillance Department


The Surveillance is a multifunctional department of the SVG Port Authority. It a multifunction
function security department on different levels. From monitoring of CCTV in a secure location;
restricted access for the security of information and the privacy of customers. The surveillance
covers all Ports in St. Vincent and the Grenadines. Kingstown port, Cruise ship facility,
Grenadines Wharf, Campden Park Container Port, Bequia Port and tender jetty, Union Island and
Forth Charlotte.


The Surveillance also responsible for the upkeep of the rules and regulation as directed by the
ISPS code; Security Assessments and Security Plans for the Port Authority. All to ensure the
trade by sea; cargo and passengers vessels can interface safely, keeping with compliance to the
ISPS Code, other IMO rules and guidance, Designated Authority (SVG Coast Guard) and the US
Coast Guard Port Inspectors.


Therefore part of ISPS Code ensures the safety of all with surveillance conducting background
checks into our employees and customs and so on satisfaction- process an ID Photo pass that will
give access to the Port facility. This process is a necessary one; as do other countries who are
signatory to the ISPS Code. So in applying for such pass you will need to follow the instructions
on a form available at the ports. For other customers there is another process where you deposit
your ID card, driver’s lenience or passport and a temporary pass will be issues until you
completed your business.


Surveillance is responsible for the physical monitoring of the international ship passenger
arrivals and departure. Ensuring the passenger/crew is safe and movement of any
illegal/prohibited items does not enter country or returned to the ship. To accomplish best results
we work closely with the Ship Security Officer, the Port Facility Officer and other stake holders
such as Ship agents and other such authority in keeping with the US standard of security.
The surveillance is also tasked with gathering intelligence of all activity on the ports; looking at
behavioral patterns and norms and customs, mode of operandi etc to track down any form of
illegal activities, unsafe conduct, and unauthorized access to facility and secured location. This
information is then used to correct all vulnerabilities and sheared with other port to have a
regional, international platform of support


The surveillance not only ensures that our fences are up and secured, that our harbor is vessel
patrolled for ship security; Security Dive checks for facility jetty /ship security; we also ensure
that dangerous and prohibited cargo does not enter the country with the use of our Rapiscan X-
ray Machines at our main cargo facility in Kingstown and Campden Park. We work together
with the Customs to ensure the best use of technology, experience and minds equal best
outcome.
The surveillance department is a crucial part of the SVG Port authority that ensures the safety
and security of all personnel in its facilities; the security of cargo, equipment, ship interface to
the facility, proper co-ordination/ collaboration with the Port Police, PFSO, Customs and

ultimately providing the needed information to the CEO of the port to make those strategic
moves for growth and safety, security. Further, to provide strength for port continuation in the
event of national disaster or other emergency.
